A control deck that focuses on manipulating the opponent's library or card draw would benefit from using Portent in Magic: the Gathering. While Portent can provide some card advantage and disrupt the opponent's draws, there are arguably better cards like Brainstorm or Ponder that offer more immediate and versatile benefits. Portent could see play in specific niche strategies, but it may not be a staple in most competitive decks.

This does not cause a player to lose if they have less than 3 cards in their library. It allows you to look at and reorder or shuffle whatever remaining cards there might be.
