Waterfront District would be beneficial in a control or midrange deck that focuses on blue and black mana sources, as it provides flexibility with its mana generation and card draw ability. However, there are better cards like Watery Grave that offer untapped dual lands with the same color combination, making them more efficient for faster gameplay. Waterfront District may not see much play in competitive Magic: the Gathering decks due to its tapped entry and slower activation cost compared to other options available.
