The Arcane Luminary card would benefit decks that heavily rely on generating or discovering cards outside of their initial deck, such as Mage decks that focus on generating random spells or minions. While Arcane Luminary can be a valuable addition to such decks, there are potentially better options like Mana Cyclone or Mana Giant that offer more immediate impact or synergies. However, depending on the specific deck archetype and strategy, Arcane Luminary could still see play in certain situations where the cost reduction for non-deck cards is crucial for the deck's success.
