Imperious Inkmage (1WB, vigilance, ETB surveil 2) fits best in Orzhov (white-black) midrange or control decks that value small creatures generating incremental advantage—especially builds that care about the graveyard, such as reanimator, sacrifice, or “graveyard matters” strategies, since surveil 2 helps smooth draws and stock the yard while leaving behind a vigilant body that can pressure planeswalkers and block efficiently; it could also slot into slower Esper shells that want cheap value creatures. However, unless its stats are above rate (e.g., 3/3 or better), it competes with stronger three-mana options like Raffine, Scheming Seer (which provides repeatable connive and a much higher ceiling), Tenacious Underdog (recurring card advantage and pressure), or Wedding Announcement in grindy decks, all of which typically generate more impact over time; even cards like Spirited Companion or Spirited versions of similar ETB value creatures may be more efficient depending on the format.
