Ley Walker would fit best in a Mage deck built specifically around the Leyline mechanic—most likely a slower combo or value-oriented Control Mage that runs multiple Leylines and wants to chain them cheaply over the course of the game, since the permanent (1) cost reduction improves every future Leyline and the Deathrattle replenishes resources; it would be especially strong if Leylines are powerful, scaling, or combo-enabling spells. However, whether it should see play depends entirely on the power level of Leylines themselves: if they are core win conditions, this becomes a key synergy piece, but if they are merely decent support cards, Ley Walker is probably too slow and understated for a 3-mana minion.
