This card, Menacing Nimbus, would benefit Elemental Shaman decks by providing additional Elemental synergy and card generation. While it may not be the most powerful card available, its Battlecry effect can help maintain hand size and enable further Elemental synergies. However, there are stronger Elemental cards like Kalimos, Primal Lord or Fire Elemental that may be more impactful in the deck, so Menacing Nimbus may not always see play in more optimized decks.
