Captain Crowley would best fit a Pirate or weapon-focused Warrior deck that already runs several Cannoneers, since his value comes from both summoning two bodies and immediately improving your Cannoneers’ damage; he is less useful in standard Control Warrior or in a Pirate list without enough Cannoneer support. At five mana, however, two 1/1s is a weak Battlecry unless Cannoneers are already on board or their additional shot represents significant damage, so cards such as Captain Greenskin, Bloodsail Deckhand, or other stronger Pirate/weapon-synergy minions would generally be better for consistent tempo and immediate impact. He should see play only in a dedicated Cannoneer-Pirate archetype where the extra-shot effect is powerful and reliably active; otherwise, his low standalone stats and delayed payoff make him too inconsistent for competitive play.
