Frostshatter would fit best in a Spell-heavy or “no-minion” Shaman deck, especially one built around casting multiple spells in a turn (such as Nature/Burn or Spell Damage Shaman), since it provides solid tempo by freezing a key enemy threat while also drawing 2 cards to fuel combos and, if it transforms after casting enough spells, potentially adds a board presence without running traditional minions; this makes it particularly attractive in slower control-combo shells that need stall plus refill.
