A deck that focuses on quickly cycling through cards and doesn't heavily rely on drawing specific cards from the deck would benefit from using Keening Banshee. However, there are better cards that provide card draw without the downside of removing cards from your deck, such as Acolyte of Pain or Loot Hoarder, making Keening Banshee less optimal for competitive play unless in a very specific deck archetype that can take advantage of its effect.
