War’loc would fit best in an aggressive or combo-focused Murloc swarm deck that aims to flood the board quickly and convert life total into tempo, especially in classes that can comfortably regain Health (like Paladin with healing synergies or Shaman with sustain tools). The card’s effect enables explosive turns by cheating out a key 3-cost-or-less Murloc for “free” mana, which can help snowball early board presence or enable combo pieces, but paying Health is a real cost in aggressive mirrors or against burn decks. Compared to staple Murloc enablers like Murloc Warleader, Underbelly Angler, or Coldlight Seer, War’loc is more situational and less consistently powerful, since those cards immediately buff your board or generate value without risking survivability.
