This card, Carnival Barker, would be a great addition to a Paladin deck focused on summoning 1-Health minions, such as Silver Hand Recruits or other token-generating cards. However, there are better cards like Warhorse Trainer or Steward of Darkshire that provide similar effects with more immediate impact, so Carnival Barker might struggle to see play in competitive decks unless the meta shifts to favor its unique effect.
