Destructive Phoenix would fit best in a Warlock discard or self-burn synergy deck, especially one that benefits from cards being discarded or from delayed value generation, such as Discard Warlock or a slower, combo-oriented hand-manipulation build that can exploit the “set on fire” mechanic for additional effects; however, the 3-turn delay makes it slow and potentially inconsistent, since your opponent has time to pressure you before you gain value, and you also risk losing a key card unless your deck actively wants to discard it. Compared to more efficient discard enablers like Silverware Golem, Malchezaar’s Imp, or Cataclysm (in Wild), or stronger midgame value cards that generate immediate board impact, Destructive Phoenix seems weaker and more situational, so while it could be experimented with in a synergy-heavy discard shell, it likely would not see competitive play unless the meta strongly rewards delayed duplication and discard triggers.
