**Harsh Annotation** is best suited for slower white-based control or midrange decks that value cheap, flexible removal—especially ones that don’t mind giving the opponent a small flying token because they can outclass it later or sweep it away (for example, Azorius or Orzhov control shells). The card is efficient at two mana and being an instant is a major upside, but giving the opponent a 1/1 flier is a real drawback in aggressive or tempo-heavy formats where every point of damage matters. In most competitive environments, there are better options: **Swords to Plowshares** and **Path to Exile** are significantly stronger in older formats, **Get Lost** and **Fateful Absence** are often more flexible in Pioneer/Standard-style formats, and **March of Otherworldly Light** can provide broader utility.
