This card, Icy Blast, would be beneficial in a control deck that aims to tap down multiple creatures to stall the opponent's board development. However, there are better alternatives like Cryptic Command, which offers more versatility with additional modes such as counter target spell, return target permanent to its owner's hand, or untap up to two lands. Icy Blast may see play in specific metagames where tapping creatures down is crucial, but in general, Cryptic Command is a more versatile and powerful option for control decks in Magic: the Gathering.
