A deck that focuses on direct damage or burn strategies would benefit from including Rolling Thunder, as it provides a flexible and efficient way to distribute damage among multiple targets. While Rolling Thunder is a solid card for such decks, there are arguably better options like Banefire or Exsanguinate that offer more reliable or impactful effects. However, Rolling Thunder can still be a viable inclusion in decks looking for a versatile and scalable damage option.
