Weather Maker would fit best in a slower landfall or ramp-focused Commander deck that consistently makes extra land drops (such as Omnath, Locus of Creation; Tatyova, Benthic Druid; or Lord Windgrace), because it needs repeated landfall triggers to build charge counters before its stronger abilities become efficient; in those shells it functions as flexible utility—color fixing early, burst colorless ramp later, or incremental removal—but it is generally too slow and low-impact for competitive formats.
