Blackpaw’s Whip would fit best in a Miracle or Combo Rogue deck that deliberately generates Coins—using cards like Counterfeit Coin, Mailbox Dancer, and other cheap spell generators—so it can be played for 0–1 mana while advancing spell-count synergies (such as with Edwin, Defias Kingpin or Sinstone Graveyard) and replacing itself on Deathrattle to maintain tempo and hand size. In practice, however, Rogue already has very efficient weapon options like Blackwater Cutlass (which discounts key combo pieces) or Swinetusk Shank (which can grow into a major threat in poison builds), and these generally provide more consistent value without requiring you to hold Coins.
