The Steward of Darkshire would be a great addition to a Paladin deck focused on token generation and buffing small minions, such as a Silver Hand Recruit deck or a Divine Shield synergy deck. While there may be better cards for specific strategies, such as Sunkeeper Tarim for board control or Quartermaster for buffing Silver Hand Recruits, the Steward of Darkshire can still be a strong inclusion in the right deck, especially if you have a lot of 1-Health minions to benefit from its effect.
