This card would be beneficial in a Mage deck that focuses on utilizing the Hero Power as a primary source of damage, such as a Control Mage or a Burn Mage deck. However, there are better options available, such as the Fallen Hero, which not only provides the same effect but also has a better stat distribution for its cost. While the Arcane Amplifier could see situational play in specific deck archetypes, overall, there are more efficient cards to consider for inclusion in a Mage deck.
