While it provides a steady stream of 2/2 minions, there are better options available such as the Silver Hand Regent which summons a 1/1 Silver Hand Recruit with the same effect. Recruiter could see play in decks looking to maintain board presence and generate additional resources, but its effectiveness may be limited compared to other similar cards available in the game.
