This card, Icy Touch, would be beneficial in a control or freeze mage deck that focuses on stalling the opponent and controlling the board. While it can be useful for slowing down aggressive decks, there are better options available such as Frostbolt which deals 3 damage and can target any character, or Water Elemental which not only freezes but also provides a solid body on the board. Icy Touch may not see much play in competitive decks due to its limited impact compared to other available options.
