This card would be beneficial in a Murloc-themed Shaman deck, as it synergizes well with other Murloc cards and can help flood the board with small minions for a strong board presence. However, there are better cards like Everyfin is Awesome which can provide a more impactful buff to Murlocs. Soul of the Murloc could see play in a more budget or casual Murloc deck, but in competitive decks, other cards may be more effective.
