This card, Khadgar, would greatly benefit a deck focused on summoning minions, such as a token or zoo deck, as it effectively doubles the value of cards that summon minions. However, it may not be the best choice for every mage deck as it requires a specific strategy to maximize its potential. Other cards like Flamewaker or Mana Wyrm may be more versatile and impactful in a wider range of situations, but Khadgar could still see play in the right deck with the right synergy.
