This card, Tentacle Tender, would be beneficial in a zoo or aggressive Warlock deck that focuses on flooding the board with small minions. The constant generation of 1/1 Chaotic Tendrils can help maintain board presence and apply pressure on the opponent. While there may be better cards for specific strategies, such as Flame Imp or Voidwalker for early game aggression, Tentacle Tender could still see play in decks looking to maintain a strong board presence throughout the game.
