Thoughtcast, Sorcery, designed by Greg Hildebrandt first released in Oct, 2003 in the set Mirrodin and was printed exactly in 12 different ways. It see play in 2 formats: Pauper and Commander.
A deck that focuses on artifacts and has a high artifact count would benefit the most from Thoughtcast due to its affinity ability, allowing it to be cast for a reduced cost. However, there are better cards like Thirst for Knowledge or Tezzeret's Gambit that offer similar card draw effects without the restriction of requiring artifacts. Thoughtcast could still see play in artifact-heavy decks, but may not be the optimal choice compared to other card draw options available.
