This Toxicologist card would be beneficial in a Rogue deck that focuses on weapon synergy, such as a Pirate Rogue or a Weapon Rogue deck. While it provides a small boost to weapon attack, there are better options like Dread Corsair or Captain Greenskin that offer more value in terms of stats or additional effects.
