A deck that focuses on board control and tempo would benefit from using Forked Lightning, as it can help clear enemy minions efficiently. However, there are better cards like Lightning Storm that can deal more damage and have a wider AoE effect. Forked Lightning could see play in specific situations where dealing 2 damage to two random enemy minions is crucial for maintaining board presence, but overall it may not be a top choice for most Shaman decks.
