Warmaster Blackhorn would benefit a slow, late-game control or combo deck that runs very few (or no) 1- or 2-cost cards, aiming to cripple aggressive and tempo strategies that rely heavily on cheap cards to build early pressure and cycle; by the time you play it on turn 7, you likely haven’t drawn many low-cost cards if your deck is built to avoid them, while aggressive opponents often still have several cheap cards left in their deck, making this effect asymmetrical in practice. However, destroying only cards that cost (2) or less is generally too narrow and slow for a 7-mana play, especially compared to stronger disruption or swing options like Mutanus the Devourer (targeted hand disruption), Theotar, the Mad Duke (hand theft), or even Tickatus (deck disruption with a bigger impact), which affect win conditions more directly.
