The Cult Sorcerer card would benefit a C'Thun mage deck, as it provides Spell Damage and buffs C'Thun whenever a spell is cast. However, there are better cards like Twilight Elder or Beckoner of Evil that directly buff C'Thun without the need for additional conditions. Cult Sorcerer may not see much play in competitive decks due to its reliance on casting spells to activate its effect, which can be inconsistent compared to other C'Thun synergy cards.
