This card, River's Rebuke, would be beneficial in a control deck that aims to disrupt the opponent's board state by bouncing all their nonland permanents back to their hand. While it can be a powerful tempo swing, there are potentially better options like Cyclonic Rift, which can be overloaded to target all nonland permanents for just one more mana. River's Rebuke could still see play in certain situations where the overload cost of Cyclonic Rift is too prohibitive or in decks looking for redundancy in this type of effect.
