This card, Secret Plan, would benefit a Hunter deck that heavily relies on Secrets for board control and tempo. While it provides flexibility in discovering a Secret, more competitive Hunter decks may opt for more powerful Secret-generating cards like Mad Scientist or Subject 9 for better value and tempo. However, Secret Plan could still see play in more budget or experimental Hunter decks looking to add some versatility to their Secret package.
