This card, Shifting Ceratops, would be beneficial in a green-based midrange or aggro deck that needs a resilient threat against blue control decks. Its uncounterable nature and protection from blue make it a strong choice against blue-based strategies, while its ability to gain reach, trample, or haste provides flexibility in different game situations. While there may be other cards with similar effects, Shifting Ceratops is a solid option for decks looking to have a strong presence against blue decks and should definitely see play in the right meta.
