A red burn deck would benefit from including Shock as it provides a cheap and efficient way to deal direct damage to any target. While Shock is a solid card for its cost, there are better options like Lightning Bolt, which deals the same amount of damage for the same cost but can target creatures as well. However, Shock can still see play in decks looking for additional burn spells or as a budget option for players with limited card access.
