Solfatara, Instant, designed by Omaha Pérez first released in Feb, 1997 in the set Visions.
This card, Solfatara, would be beneficial in a red aggressive deck looking to disrupt the opponent's mana base and maintain card advantage. While it can be useful in certain situations, there are better options available such as Blood Moon or Magus of the Moon for land disruption, or Experimental Frenzy for card advantage in red decks. Solfatara could see play in specific metagames or sideboard strategies, but may not be a top choice for competitive play.
