Introduction
Last Tuesday, the second Hearthstone set in the year of the Raptor, The Lost City of Un'Goro, was finally released! This set includes 145 new cards and stands out for also bringing new quest cards for all classes.
Many new decks now use these quest cards or other cards from The Lost City of Un'Goro and are dominating the meta. The entire community is now playing the new update and testing the new decks with the highest win rates on HSReplay (as of July 10th, 2025), so, today, we'll show you the three best decks with the new set to get to Legend!
Menagerie Death Knight
Main Strategy
Menagerie Jug decks have been seeing play in the meta since the last set came out, but the Death Knight version is the only one at the top of the rankings today. This is mostly due to new minions like Reluctant Wrangler, Dread Raptor, and Reanimated Pterrordax. These cards from The Lost City of Un'Goro put multiple types of minions on the board and often keep them there simultaneously at all times.

Dread Raptor, for instance, already has two types. It also draws a minion in your deck and sets its cost to 0.
Reanimated Pterrordax also has two types and doesn't cost mana - only Corpses.
As for Reluctant Wrangler, it doesn't have a type, but it summons up to two Undead Beasts.
All of these effects are excellent with Menagerie Jug, which buffs three different types of minions by +3/+3.

As this deck needs minions on the board at all times, it plays a few cards that have or give Reborn to other cards, like Murmy, Dreadhound Handler, and Brittlebone Buccaneer. To get even more out of this strategy, this list also plays Monstrous Mosquito, as it buffs all your other minions.

Another great thing about Menagerie Death Knight is that it plays cards that deal damage directly, which will help you fight for the board or burn your opponent. Corpsicle, Frost Strike, Horizon's Edge, and Foamrender are a few of these cards.

Win Condition
Menagerie Jug is your main way to make your board nearly invincible and win the game, but it won't always be enough. In several situations, dealing damage repeatedly to the enemy hero with Corpsicle and Foamrender in the last few rounds will be essential.

In a few cases, your best bet is using Horizon's Edge three or four times in a single turn to win the match. The secret is knowing which of these strategies is the best option in each case.

Mulligan - Opening Hand
This is one of the simplest mulligans in the meta right now. Just look for cards that cost 1 or 2 mana, such as Morbid Swarm, Murmy, Monstrous Mosquito, and Dreadhound Handler. This way, you'll build your board and hoard a few Corpses from the start. Don't pay too much attention to your burn spells, not even the cheap ones. If you don't have a good number of Corpses, you'll lose a good advantage.

Brittlebone Buccaneer can also be interesting if you have Harbinger of Winter or Chillfallen Baron for the next turns, but you should focus on the four I mentioned before.

Quest Paladin
Main Strategy
Quest Paladin has been my favorite list since the new set came out. It uses the new quest card for this class, Dive the Golakka Depths, and the goal is filling your board with huge Murlocs.

As this quest is repeatable, you can buff your Murlocs by +4/+4 or +5/+5 as time goes on. To get to this point, you must put many Murlocs in play, and that's why 22 cards in this list are Murlocs. With these cards, you'll easily build a board like the one below:

Some of them, like Murloc Tidehunter, Steamfin Thief, Tyrannogill, and Grunty also summon even more Murlocs, so they progress Dive the Golakka Depths even further. By the way, the Murlocs they summon also get +1/+1, so they'll be even bigger on your already giant board.

Your goal is to put as many minions on the board as you can, and, as so many of them are cheap, you'll soon run out of cards. To avoid this issue, this list plays cards that add resources to your hand, like Underlight Angling Rod, Submerged Map and its Discover, or Braingill and Prize Vendor, which draw cards.

Win Condition
Obviously, your biggest win condition is Dive the Golakka Depths' quest. If you use it three or four times, any 1-cost Murloc you play will already be a huge problem to the opponent.

However, there are other ways to become even more powerful and beat your opponent.
Tyrannogill and Grunty are essential, as they give you more minions and practically "check-mate" your opponent. This list also plays Crusader Aura, which fits Quest Paladin perfectly and buffs your minions so they'll deal even more damage to the opponent's hero.

Mulligan - Opening Hand
Obviously, you must keep your quest in your opening hand, as you'll always draw it first, and, without it, you'll hardly win a match. I also recommend you look for 1-cost and 2-cost minions so you can start putting pressure on the opponent straight away and progress your quest. Your best cards to do that are Murmy, Violet Treasuregill, and Murloc Tidehunter.

Your opening hand will often be quite good, considering you'll always draw your quest, and this list plays many cheap minions.
Fishing Priest
Main Strategy
Fishing Priest also centers around playing many minions on the board to put pressure on the opponent. This list is a mix between Priest and Hunter, and it's named after Trusty Fishing Rod.

You can play Hunter cards in this list thanks to Chillin' Vol'jin's effect.

It actually doesn't play that many Hunter cards, besides the aforementioned Trusty Fishing Rod. It plays Catch of the Day and Workhorse as well. Their main role is filling your board.

You must have a wide board full of minions because this list also plays Menagerie Jug and the new legendary card, Archaios. They're great AoE buffs, and, after you play them, your opponent will struggle to remove any of your cards.

Just like the deck above, this list plays many cheap minions, so you'll easily run out of cards with it. However, instead of focusing on card draw, Fishing Priest Imbues its Hero Power with Lunarwing Messenger and Bitterbloom Knight. You will even be able to use it for free if you play Papercraft Angel.

If you Imbue your Hero Power, you'll be able to pick a Priest minion or spell to add to your hand. It'll be temporary, but it will cost one less for each time you Imbued your Hero Power. This means that, as the turns go on, you'll always have a cheap card to put pressure on the opponent.
Win Condition
Overall, AoE buffs like Menagerie Jug and Archaios and constantly getting resources with your Imbued Hero Power are your main ways to win games. Your minions will be practically immortal, and you'll win with them.

Mulligan - Opening Hand
You have two main goals: Imbuing your Hero Power and building a strong board. So, look for cheap cards that fit this game plan. I highly recommend you get Brain Masseuse, Ship's Chirurgeon, and Shadow Ascendant to put pressure on the opponent. You should also keep Lunarwing Messenger to get as much as you can from your new Hero Power.

Final Words
After just a few days, the new set already gave us a few great decks. It's nice to see cards from The Lost City of Un'Goro are already popping up in all tier 1 decks.
